How to Turn a PDF Grant Application Into an Online Form
Published by Fundamentl, the company behind FoundationOS. Editorial policy
The short answer
A foundation can convert an existing PDF application into a structured online form by extracting its questions, field types, instructions and requirements, then reviewing the generated form before publishing it to applicants.

Why rebuilding forms manually is unnecessary
A PDF already contains more than questions. It includes headings, instructions, definitions, response options, required indicators, character limits and supporting-document requests. A useful importer preserves that structure instead of flattening every line into a text field.
Automated extraction can create a strong draft, especially for long applications, but it should not publish directly. Layout, tables and conditional instructions can be ambiguous, so a program owner must confirm meaning and applicant experience.
A safer PDF-to-form workflow
Keep the source document attached to the imported draft and record the import date. That gives reviewers a reference while they resolve uncertain field types and omitted context.
Extract visible headings, explanatory copy, questions and response options.
Map checkboxes, radio choices, dates, currency, uploads and long text appropriately.
Preserve required status, limits and instructions as explicit field settings.
Flag tables, scoring language and conditional branches for human review.
Test keyboard navigation, validation, save-and-return and mobile layout.
What to review after import
Read the online form as an applicant, not as the author. Confirm the introduction, section order, definitions and upload requirements make sense without the visual cues of the PDF. Replace instructions embedded in placeholders with persistent help text.
Submit complete, incomplete and ineligible test responses. Verify that required rules, branching, scoring, confirmation messages and staff exports behave as intended before the public link is distributed.
